This Tuesday, the president of the Community of Madrid, Isabel Díaz Ayuso, presented the new Madrid Strategy for the Care of People with Disabilities Horizon 2028, which consists of 316 measures and an investment of 4,800 million euros with the aim of reducing "bureaucracy and administrative delays" and making daily life easier for citizens with disabilities. "Each life is unique and irreplaceable," the president emphasized.
The event, which took place at the Real Casa de Correos, headquarters of the regional government, was attended by people from different social resources and representatives of organizations in the sector, such as Sergio Campos, a beneficiary with intellectual disabilities from the Envera Occupational Center - Iberia's social work.
Envera has conveyed its "most sincere congratulations" to the Minister of Family, Youth and Social Affairs, Ana Dávila; to the General Director of Disability, Alejandra Serrano; and "especially" to the President of the Community of Madrid, Isabel Díaz Ayuso, "for her firm commitment to people with disabilities to show that they can do anything if they have the necessary support".

Díaz Ayuso highlighted the work of the professionals from the different areas that have been involved in this document, which sets out the main actions to be implemented over the next four years in three main areas: early care; intellectual, physical and sensory disabilities; and severe and long-lasting mental illness.
The president also explained that more tools will be offered to fight against the stigma of mental illness, improve care for children and people with autism spectrum disorder (ASD), as well as her commitment to maintaining 7% of public employment for people with disabilities, making the region an example of socially responsible administration.
As explained by the Community of Madrid, Horizonte 2028 will reduce waiting times for the recognition of disability thanks to two new base centers, reaching 12 such devices in the public network. In addition, priority will continue to be given to the files of patients with Amyotrophic Lateral Sclerosis (ALS) or other serious illnesses, as well as those of minors, with all the assessments of children from 0 to 6 years of age being unified in a single appointment.
The Regional Ministry of Family, Youth and Social Affairs will also renew automatically and ex officio
and automatically renew the degree of disability so that people who already have it recognized can avoid this procedure.
In addition, a call center will serve citizens to improve the citation and resolution of doubts about assessment, disability cards and vehicle parking, job orientation or rehabilitation treatments and applications for places, among others. Likewise, the regional government continues to develop the future Registry of Wills, which will be adapted to any type of disability, where each person will be able to leave a record of his or her life plan.
Díaz Ayuso emphasized her commitment to Special Education and announced the opening of three new centers with a total of 54 classrooms in the coming years.
Another crucial aspect is mobility, which is essential for the autonomy of people with disabilities. Metro de Madrid's Accessibility and Inclusion Plan, in force until 2028, designed with CERMI, incorporates key measures such as the installation of elevators, tactile flooring, Braille signage and easy-opening systems for doors and partitions. And in 2022, Metro de Madrid made history with Envera by incorporating, for the first time, students with intellectual disabilities for training internships.
